Which documents does DigiLocker hold? Voter ID, PAN, birth certificate, RC and more

Far more than Aadhaar and PAN. You can pull in your driving licence, vehicle registration certificate (RC), Voter ID, school and university marksheets, your ABHA health ID and vaccination certificate, and your EPFO UAN card, from more than a thousand issuers. Identity, vehicle and education documents work most reliably. Property records and state certificates depend on whether your state’s department has connected. What matters most is that a document is issued into your account by its source, because only issued documents count as valid proof.
Educational resource only. This is a practical guide to what DigiLocker holds, in line with the safe-handling ideas behind India’s Digital Personal Data Protection Act, 2023 (DPDP Act); it is not formal legal advice.
The situation
You’ve set up DigiLocker for your Aadhaar, and now you need your Class 12 marksheet, your vehicle registration certificate or your vaccination certificate. Before you go hunting for the paper copy or scanning it yourself, it helps to know which documents DigiLocker can fetch for you directly, and which ones it can’t yet.
Issued documents vs your own uploads
Everything below is about issued documents: the ones DigiLocker pulls straight from the department that created them
You search for the issuer in the app, enter the details it asks for, and the document arrives carrying that issuer’s digital signature. Those documents are treated as equal to the originals, which is what makes them valid proof at a bank or an airport.
The list keeps growing. DigiLocker connects new issuers regularly, so a document you can’t find today may be available in a few months.
Separately, every account gets 1 GB of space to upload your own scans. An uploaded scan is stored safely, but it has no more legal standing than the same scan in your email or Google Drive.
Identity documents
This is the most complete and reliable category
Aadhaar, PAN, your driving licence, your vehicle registration certificate and your Voter ID (EPIC) are all available as issued documents, from UIDAI, the Income Tax Department, the transport department and the Election Commission. Birth certificates are increasingly available too, though that depends on whether your state’s civil registration system has connected. Your passport is the notable gap: it isn’t held as an issued document, though the passport application can fetch your other documents from DigiLocker.
Vehicle and driving documents
Vehicle papers were one of DigiLocker’s earliest and strongest uses
Alongside your driving licence, your vehicle’s registration certificate and, from participating insurers, its insurance policy are commonly available as issued copies. They come through the same transport ministry system that runs the mParivahan app, so a document that shows up in one usually shows up in the other.
Education documents
School and university records are extensive, though how far back they go depends on the board
CBSE and CISCE marksheets and pass certificates are available, and many state boards and universities have connected since. Older records depend on when each institution digitised its archive. Your child’s APAAR ID, the student identity number schools now register, is issued here too, and it is usually how a child first gets a DigiLocker account.
Health documents
This is the newest and least complete category
Your Ayushman Bharat Health Account (ABHA) card and your Co-WIN vaccination certificate are reliably available, because both were built as government digital-health services from the start. Hospital test reports and discharge summaries are only beginning to connect, hospital by hospital, so don’t expect a full medical history here yet.
Financial and employment documents
Coverage here is thin beyond PAN
Your Employees’ Provident Fund Organisation (EPFO) Universal Account Number (UAN) card is available once it’s linked to your Aadhaar. Bank statements, loan papers and most of your financial paperwork aren’t issued into DigiLocker at all. If you keep those in the app, you’re uploading them yourself, as ordinary scans.
Property and state certificates
This depends almost entirely on your state
Property records, and income, caste and domicile certificates, are listed as issuable in many states, along with some pension records. Whether you can actually fetch one depends on whether that specific state department has connected its systems. If yours works, it’s a bonus; don’t plan around it until you’ve checked.
When a document won’t show up
Most failed fetches come from details that don’t match, not from the document being unavailable
- Search for the issuer by nameIn the app (your state board, your state’s transport department), not just the document type.
- Check that your details match the issuer’s record exactlyA name spelled differently from your Aadhaar, or an old date of birth on file, makes the fetch fail, often with no clear error.
- Fix a mismatch with the issuing departmentNot by retrying the app over and over. Once the issuer’s record is corrected, the document usually fetches.
- Upload a scan only as a stop-gapAnd replace it with the issued copy once it becomes available, since only the issued one counts as proof.
FAQ
Does DigiLocker hold my passport?
Not as an issued document the way it holds your driving licence. When you apply for a passport, though, Passport Seva can fetch your other documents, such as Aadhaar or your birth certificate, straight from DigiLocker.
Can I keep my bank statements in DigiLocker?
Only as your own uploads. Banks don’t issue statements into DigiLocker, so a statement you add is a plain scan with none of the standing an issued document has.
Why is a document available in one state but not another?
DigiLocker’s catalogue is built issuer by issuer, and many issuers, especially for property and state certificates, are state or district departments. A document can be live in one state and not yet connected in another.
Will DigiLocker add more documents?
Yes. New issuers keep connecting, both central departments and state and district offices. If a document isn’t available yet, search for its issuer again in a few months.
How much can I upload myself?
Every account gets 1 GB for your own scans of documents that aren’t available as issued copies.
